## 16.1 Licensed Partner Framework

ONEx operates fiat-touching services exclusively through licensed and regulated partner institutions, with a minimum of **two licensed partners per function and jurisdiction** for redundancy.

## 16.3 ONEx Pay — Merchant Integration

Merchants can accept any currency (fiat or crypto) and receive settlement in their preferred currency:

* Settlement in local fiat, stablecoin, or any supported crypto
* Point-of-sale QR code, payment link, or API integration
* Automatic currency conversion at best available rate
* Zero chargebacks (blockchain settlement is final)
* Fee: 0.3–1.0% (vs. 1.5–3.5% for traditional card networks)
* Same-day or instant settlement depending on currency
